Captain Dunn is a native of Bar Mills, Maine, and graduated from Bonny Eagle High School in June 1964 and the University of Michigan in May 1969. He subsequently attended Nuclear Power School in Bainbridge, Maryland, and the Nuclear Power Training Unit at Windsor, Connecticut. Following completion of Submarine School in September 1970, he reported USS TULLIBEE (SSN 597) where he served as Reactor Control Assistant, Supply Officer, and Sonar Officer. During this Tour TULLIBEE was awarded the U.S. Atlantic Fleet’s Arleigh Burke Fleet Trophy indicative of its selection as the Fleet’s most improved ship. Following completion of the Submarine Officer Advanced Course and POSEIDON Weapons Officer School in September 1973, Captain Dunn assumed the duties of Weapons Officer on board USS STONEWALL JACKSON (SSBN 634)(GOLD).
In January 1976, Captain Dunn assumed the duties of Engineer Officer on board USS GLENARD P. LIPSCOMB (SSN 685). During this assibnment, LIPSCOMB completed two North Atlantic and two Mediterranean Sea deployments and was awarded three consecutive Battle Efficiency “E” Awards. In March 1979, Captain Dunn assumed duties as a member of the Commander in Chief U.S. Atlantic Fleet Nuclear Porpulsion Examining Board. In May 1981, Captain Dunn assumed the duties of Executive Officer, USS HAMMERHEAD (SSN 663) and completed Indian Ocean, North Atlantic, and Mediterranean Sea deployments. During this assignment, HAMMERHEAD was awarded the Submarine Force U.S. Atlantic Fleet Golden Anchor Award for retention excellence and the U.S. Atlantic Fleet Marjorie Sterrett Battleship Fund Award in recognition of its selection as the Fleet’s most battle proficient ship. In May 1984, Captain Dunn relieved as Commanding Officer, Nuclear Power Training Unit, Windsor, Connecticut.
Following Prospective Commanding Officer training, Captain Dunn relieved as Commanding Officer, USS DALLAS (SSN 700) in June 1987. During this assignment, DALLAS completed a North Atlantic deployment, participated in three major fleet exercises, was awarded the Meritorious Unit Commendation, and copleted the Navy’s first Depot Modernization Period of a 688 Class submarine at Portsmouth Naval Shipyard, Kittery, Maine.
Capt Dunn assumed command of USS HENRY M. JACKSON (SSBN 730) (GOLD) in August 1990. During his 28 month thour, HENRY M. JACKSON (GOLD) successfully completed four TRIDENT strategic deterrent patrols.
Captain Dunn’s personal and unit awards include the Legion of Merit Medal, the Meritorious Service Medal with one Gold Star in Lieu of second award, the Navy Commendation Medal with four Gold Stars. He is also entitled to wear the Meritorious Unit Commenation with three Bronze Stars and the Navy “E” Ribbon with weath (six awards).
