Captain KEHOE was born and raised in Albion, Michigan and attended the United States Naval academy. After graduating with distinction from the Naval Academy in 1971, Captain KEHOE attended Nuclear Power School in Mare Island, California, Nuclear Prototype Training in Idaho Falls, Idaho, and Submarine School in Groton, Connecticut. From November 1972 through December 1974, he was assigned to the USS SCUPLIN (SSN 590) homeported in San Deigo, California, serving in various division officer billets. An assignment followed as an instructor at the A1W prototype at the Nuclear Power Training Unit in Idaho Falls, Idaho.
Returning to Groton, Connecticut in June 1977, Catain KEHOE completed the Submarine Officer Advanced Course and then reported to USS SKIPJACK (SSN 585) and served as the Navigator and Operations Officer unitl January 1981. He was then assigned to the United States Naval Academy in Annapolis and served in the Officer of the Commandant as Company Officer until June 1983. Captain KEHOE was then assigned to the Precommisioning Unit USS HENRY M. JACKSON (SSBN 730). After completion of construction and commissioning of the ship in October 1984, he served as the GOLD crew Executive Officer unitl December 1986. During this period, the Gold crew sailed the ship to Bangor for the first time and completed two patrols.
Following completion of Prospective Commanding Officer training, Captain KEHOE assumed command of USS DANIEL WEBSTER (SSBN 626) (BLUE) in July 1987. He completed five strategic deterrent patrols in command and, deuring this period, USS DANIEL WEBSTER was awarded a Meritorious Unit Commendation.
After Leaving command, Captain KEHOE reported to the Joint Strategic Target Planning Staff (JSTPS) in March 1990. While assigned to JSTPS, Captain KEHOE was the primary action officer that formulated and implemented the plan for the standup of the United States Strategic Command. After USSTRATCOM standup, Captain KEHOE directed war plan, force structure, and technical analyses.
Captain KEHOE is entitled to wear the Meritorious Service Medal, the Navy Commendation Medal with one gold star, the Joint Service Achievement Medal, and the Navy Achievement Medal.
