As the Commander of NUWC Division Newport, Captain Elliott is responsible for managing the research, development, test and evaluation, engineering, and fleet support of submarines, autonomous underwater systems, and offensive and defensive weapons systems associated with undersea warfare.
Captain Elliott, a 1967 graduate of the U.S. Naval Academy, has served tours on eight submarines including USS BANG (SS 385), a diesel submarine. From 1992 to 1994, Captain Elliott served his last sea tour as Commander of USS HENRY M. JACKSON (SSBN 730). His program management experience included tours as a field representative with the Navy’s nuclear reactor program under the late Admiral Rickover, Trident missile program management under Admiral Peter Nanos, and engineering management at the Institute of Nuclear Power Operations, of which he was one of the founders. Captain Elliott has a Master of Science degree in Engineering Management and is a graduate of the Advanced Program Management Course.
